The distinction, a "community" is a unique group or location within a society or place where larger amounts of people or land exist.
Historically, communities of interest, culture and place have been inclusive or exclusive, depending on their gains and losses. War for the most part has defined exclusivity and peace typically inclusivity; similarly so with power, money, resource distribution, education, land use, etc.
